The world is broke. A mad scientist treats criminals and those in need of miraculous, untried cures. All of his failed experiments live under the city in a large tunnel that empties into a wet gulley near residential homes. The creatures he creates have infiltrated a couple of basements in the development. His Mega Mix formula to cure all ills luckily has temporary effects...at least for some of his unfortunate subjects.
