price and help

I have a line on a Hagstrom Impala.
DOES NOT WORK!

Lots of checking, back looks like it has some water damage as the poly is peeling..neck looks straight, and tuners all seem fine.
It is a cherry burst.

The guy wants $400.

My question..is $400 a fair price?
Are they difficult to restore(electronics)
Do they have a truss rod.

I collect old odd guitar. This is the first time I have actually seen an Impala in person. All my research points to these being real players. The guitar will be used for touring.

Any advice on these questions will be sincerely appreciated.

$400 is a great price for that, if not, send it my way
checking gives it character, one of mine is completely covered with checking
if all the switches are there, should be easy to fix electronically, does it have all the volume pot mechanisms
Only Leo's Broadcaster from the early 50's didn't have a trussrod, Hagstrom's had there's designed by a SAAB engineer
