67-68 Viking II Questions

I'm restoring the above guitar. It's been disassembled sitting around in pieces for about 20 years. About 15 years ago I purchased a bunch of NOS parts from Sweden but never got around to it. I've got two questions:
1) The volume and tone pots are wired in reverse (full on counterclockwise). I've done a little research and fouind a couple other posts on the web mentioning the same thing. Was this standard on vintage Vikings?
2) The outer binding around the fretboard appears to be made of wood. Is this original or a previous owners attempt at restoration?
