Year 1940. Early stages of American intellgence agency. Captain Cameron Bent of U.S. intelligence helps Chinese agents break up a Japanese underworld organization called the Dark Snake Society spies for the Japanese government, which leads to the attack on Peral Harbor.

When The Flowere Dies. Year 1946. After World War II, Captain Bent is asked to help Japanese dectivies find a serial killer who is murdering Geshia girls that work for rival underworld organizations. They think it is the Dark Snake Society who hired a ex-American Marine who was dishonorable discharged who could be responsible for other murders. This is when the Dark Snake Society finds him and recurits him. The Dark Snake Society will create a war between the rival underworld organizations blaming each other for the murders. The Dark Snake Socierty will have control. Captain Bent and the Japanese dectives have to stop this before a underworld war breaks out.
