Chinese and American agent go after the most notourious underworld chief Kanton San of the Mamushi Society. Kanton San spies for the Japanese military. In return the Japanese government does not interfer with his underworld activites. Kanton San mission is to go to Hawaii to set up a spy ring at Pearl Harbor. Chinese agent Jack Key and American agent Cameron Bent uncover the spy ring and find out that the Mamushi sending information concerning U.S. navel ships entering and leaving the harbor. The information was going to the Japanese Ambassador in Spain then to Tokoy. Both agents are convince when a well know Japanese pilot vists Kanton San that there is going to be an aerial attack on the harbor and the possiabilty of a land invasion. It race for time trying to break up the spy ring before it too late and convince the U.S miltary that is going to be a Japanese aerial attack on Pearl Harbor.
