Made for a television series. The Japanese underworld the Dark Ocean spies for the Japanese govenment with important military information. In return the Japenese government lets the Dark Ocean continue their underworld activities. The Dark Ocean is ordered to set up a spy ring at Pearl Harbor providing the Japanese Navy with important information. To try to break this spy ring a Chinese agent follows a member of the Dark Ocean from Hong Kong To Washington D.C. to Hawaii where there he teams up with a F.B.I agent. They find out about the attack on Pearl Harbor and try to break up the spy ring before its too late.
